Reason For Investigation
Referring agencies suggested
that we visit the San Joaquin County Mosquito Abatement and Vector Control
District.
Background
This special district is
funded by a small assessment on each property tax bill. The district operates three facilities and
has 30 employees who control insects capable of spreading disease.
Method of Investigation
The District offices in
Stockton and Lodi were toured by committee representatives.
Findings and Conclusions
Encephalitis, Malaria,
Heartworm, Yellow Fever, West Nile Virus, the scourges of a third world
backwater?—No, its our own Delta area without effective Mosquito control. With that important mission before them, the
San Joaquin county Civil Grand Jury found the Mosquito and Vector Control
district to be an efficient and proactive agency. Working from a relatively small budget , the district monitors insect
populations, assays them for disease and controls them with environmentally
friendly materials.
Vector control employees are
well trained and empowered to do their jobs.
The management of the agency is well structured and able to direct human
resources to changing conditions which are affected by weather, season and
urban expansion. Because of theses
factors, the 1999-2000 San Joaquin County Civil Grand Jury is pleased to issue
this laudatory report.
