"CEREMONY SET for NEW SAN JOAQUIN JUDGE"

Hundreds of dignitaries, friends and family have been invited to the swearing-in ceremony for Franklin Stephenson, who has been appointed to the California Superior Court bench by Governor Gray Davis. The public is also cordially invited to attend.
Arthur G. Scotland, Presiding Justice of the 3rd District Court of Appeals, is scheduled to speak, and San Joaquin Presiding Judge George Adballah will administer the oath of office to Stephenson. There will be a reception immediately following the ceremony in the Jury Assembly Room in the Courthouse basement.
Stephenson, 41, was president of the San Joaquin County Bar Association. He obtained his Juris Doctor Degree at Humphrey's College School of Law in 1988, then began work at the San Joaquin County District Attorney's Office. In 1989 he joined Rishwain, Hakeem and Ellis in private practice. In 1994 he rejoined the D.A.s office where he is now supervising deputy D.A. of the Special Operations Division. A resident of Escalon, Stephenson is also an active member of the community.
This appointment fills a position that was newly created for San Joaquin Superior Court January 1, 2001. With the addition of Stephenson, there will be 29 judicial officers in San Joaquin County, 26 judges and 3 commissioners. There is still one vacancy on the bench, to replace Judge Sandra Butler Smith who retired last year.
